The Development Officer will be an important member of the City of Austin Neighborhood Housing and Community Development Department's ( NHCD ) leadership team. NHCD's operating budget is $35M, with 70 FTEs. This position will report to the Deputy Director of the Neighborhood Housing and Community Development Department. The Development Officer will provide department-wide leadership on complex issues related to planning, development, and code interpretation for local, state and federal regulations applicable to the department's business.

The Development Officer will serve as the Neighborhood Housing and Community Development Department's administrative decision maker for technical interpretations of affordable housing requirements in the Land Development Code and all technical regulatory manuals administered by NHCD . The Development Officer will represent the department director on housing-related regulatory issues before City Boards, Commissions and City Council, and serve as a liaison with other City departments related to regulatory requirements and agents in the collaborative implementation of the Code and departmental initiatives.

The Officer will prepare formal Code interpretations, document process improvements and provide training to departmental staff on the application of local, state and federal code criteria. The Officer will coordinate responses across departmental divisions and programs to establish a coordinated voice for the department with respect to the development and preservation of affordable housing.

The position will manage staff at multiple levels: managers, supervisors and staff responsible for federal and local regulatory research, coordination of local and federal regulations related to affordable housing and community development. The Officer will oversee strategic planning with a prioritized lens to equity as it relates to local, state and federal jurisdictional activities and deliverables applicable to NHCD . In addition to the duties outlined in the Job Description, responsibilities and functions specific to this position will include, but not be limited to, the following:

• Create and maintain a culture of positive customer service in working relationships with City staff, and other stakeholders including other governmental organizations, consultants, property and business owners and their agents, residents, legal counsel, City boards and commissions, and City Council.
• Respond to and resolve complex and sensitive issues and complaints on behalf of both internal and external stakeholders.
• Ensure all assignments are complete and in compliance with City/departmental policies and procedures, and local, state and federal regulation and laws governing development activity.
• Using independent judgment, perform analysis of development proposals relative to the affordable housing requirements in the Land Development Code and manuals related to the development of affordable housing using a variety of inputs including technical data and City policies.
• Using independent judgement, negotiate and problem solve, develop recommendations to facilitate implementation of department and City priorities.
• Lead a collaborative professional team that translates program goals and requirements into speci?c responses to meet outcome-oriented solutions.

Preferred Qualifications
1. Experience with the major tenets of land development process, well developed knowledge of land use and affordable housing.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Represents the department in a non-legal capacity on regulatory issues before City boards and commissions and City Council.
Serves as a liaison to, and/or coordinates with, various boards, commissions, departments, etc.
Serves, as designated by the Director, as the Accountable Official for entitlement and vested rights petition decisions.
Coordinates code development, including proposals for improvements to land use and zoning regulations.
Oversees administrative enforcement of land use regulations and system improvements for conditioning development projects.
Develops and revises administrative guidelines related to implementing land use regulations.
Provides training to department staff regarding application of and processes pertaining to code and criteria related to land use planning.
